ML STRATEGIES COLLECTED more than $2.7 million in Massachusetts lobbying fees during 2015, vaulting the company into the top spot among the state’s leading lobbying firms.

The well-connected company saw its lobbying income rise nearly $1.2 million, or 75 percent, from 2014, fueled by hefty fees from 46 different clients, including Wynn Resorts ($654,337), Boston University ($151,310), and Spectra Energy ($120,000). Wynn is seeking to build a hotel/casino in Everett and Spectra, in partnership with Eversource Energy and National Grid, wants to build new natural gas pipeline capacity into the region.

The firm also was retained by General Electric late last year as the Connecticut company negotiated incentives from state and municipal officials for moving its headquarters to Boston. GE paid ML Strategies $50,000 during the month of December, according to records.

ML Strategies, a subsidiary of the Mintz Levin Cohn Ferris & Glovsky law firm, is headed by Stephen Tocco and William (Mo) Cowan. Tocco, a Republican, is a former state secretary of economic affairs and the former director of the Massachusetts Port Authority. Cowan, a Democrat, previously served as the chief of staff to former governor Deval Patrick and as an interim US Senator. ML Strategies also employs former governor William Weld.

The other leading lobbying firms reported fees that went up or down, but none of the changes were as dramatic as at ML Strategies. Overall, the 12 lobbying firms reported more than $20 million in fees for the year, up slightly less than $1 million from the year before.

The lobbying reports were due last week at the Secretary of State’s office but often don’t get posted immediately. The Secretary of State’s website doesn’t allow searches based on fee income, so CommonWealth’s grouping of the top lobbying firms is based largely on past performance. The revenue numbers do not include any lobbying fees the firms collect in Washington, which are reported separately.
