Massachusetts edged out California for the first time in the American Council for an Energy Efficient Economy’s rankings of states on energy efficiency policy initiatives. Massachusetts tallied 45.5 points out of a possible 50. Vermont, Connecticut, and Rhode Island are also in the top ten. North Dakota had the lowest ranking in the survey, with 2.5 points.
